Sounds like you have an inlet blockage to the pump or not enough volume to feed the pump. make sure hose is turned full on when washing and see what happens. if not you may have to remove adapter wher hose screws in and check for a blockage.

There could be two possible causes for your problem, one is oil level in the engine could be low, or the engine is tilted or not positioned on a level ground, and the second one is water in the carburetor. Check the oil level and replace the oil if necessary, drain the fuel from the fuel tank and the carburetor and clean the carburetor ports and jets, check the fuel for contamination, check and replace or clean the spark plug if necessary, check if the air filter is blocked, dirty, carbonated, or saturated with oil, and replace if necessary.
check the non-return valves in the pump block. if these are damaged or dirty you pressure will be greatly reduced. they are located behind the 3 lage brass hexagonal caps.
make sure when you put bowl back on carb the float isn't being jammed all the way up. if there is an o ring sealing the carb bowl shoud be no problem. don't know what type engine your talking about.
