Hello msc..... A transformer alone can not change single phase to three phase.
You need two things: A phase converter/VFD to convert your 220 single to 220 three phase. Then a step up transformer to boost the voltage from 220 to 440.....

Can you convert a 480 volt to 220 on a es/20sc double convection oven

You need a transformer to do that. I assume that you are in the USA and you have a 480V three phase service. With 480V three phase there is 277 volts between any two of the phases. There are transformers to drop 277V down to 220V.
A better solution is to ask your power company for 220V service. The power company owns the transformer and you only have to provide the in house wiring. .If you have a commercial establishment you have to meet all local codes and be inspected. If you don't the liability is very great.
Use a licensed electrician.

That is a tough one, as 1400E has been out of production for 30 years. Parts have been discontinued for about 20 years. When you say you need to change voltage, that machine was made as 208 0r 240. 240 machine was always fine on 220 volts. 208 machine could burn out heating element over some time, but since you cannot buy other elements anyway, I would just go ahead and use the machine. If your real question is how to convert from 1-phase to 3-phase or vice versa, that is different story, and I can help you with that.

Change from 480 3 phase to 220 single phase

The way Miller made that one, if you do not have the unit that is made for 200/230/460, you cannot make that change.

The manual section 5 page 12 has the exact procedure, but in a nutshell, (assuming lockout procedures are done) remove the red power lead and tape off/insulate it. L1 and L2- the black and white power input leads are attached to the single phase power, AFTER the ground wire is connected to the ground of the disconnect. The fuse should be a 90 amp regular or a 70 amp time delay. The relinking board should be checked to see if it is on 460 or 200/230. The manual is not entirely clear on this in section 5 page 10, but the relinking should be on the 200/230 connection. It will be located in the lower portion on the right side as you face the front of the machine. On the right side of machine with lower panel removed, if will be just left of center up near the top of that lower opening. . it is held in place with 4 screws- and once moved to the correct position, all 4 screws must be used to secure the board in place.

I bought a Fostoria 3060-3 used heater. My question is can I hitch that up with a 220 line instead of a 480? I might need a manual sent to me(I would pay for one) if no one is sure if that is something...

What you bought is an industrial voltage heater and I purchased one last year as well. According to the manual and the model number you give it translates to 30 kilowatts 60 is 600 volts AC the -3 is three phase. This is only for three phase 600 volt operation, and no you can not wire this heater single phase it will not work period. Even if you do wire this thing at 220 volts single phase double pole there would not be enough voltage to run the fan let alone heat the elements. Can you return the heater? By the way Fastenal is the distributor for these that is where mine was purchased. All of my information is out of the manual that I got with my purchase of a Fostoria FES3048-3.

I have a WESTINGHOUSE WELDER type rs 250 that is wired for 440 volt and need to change to 220 volt.

HI:) If that is a 3 phase 440 volt and you want it to use 220 volt 1 Phase you will have to get a phase inverter to change it from a 3 phase to a single phase.

Need to change oven from 440 3 phase to 220 single phase hobart cn90 oven

It can be done with a transformer, 480/ 240 single phase transformer to get the lower voltage. Then the oven will require some wiring changes to get all the elements and controls connected to two hot wires instead of three. The transformed will be sized to the wattage rating of the oven. This is a only basic description of what needs to take place.
