Unfortunately, looking at the manual for the water heater, the filter is a separate item. And the recommended Delavan line filter page just shows a picture and part numbers of the item, not how to remove it.
I suspect it works in such a way that you hold the end nut portion and turn the large nut portion with open end wrenches. You will need the internal filter replacement and possibly new seals, probably in a kit.

Line Filter

You'll want to turn off the power to the oil pump so you don't make a large mess.

These anode rods, sometimes made from aluminum, prevent corrosion. The rod emits ions that line the tank and help prevent corrosion. The rod isn't solid magnesium or aluminum; it has an iron core. If your hot water smells of sulfur (rotten eggs), the anode rod has gone bad or there is a presence of hydrogen sulfur gas that is overwhelming the rod. Usually replacing the rod will stop the odor, but sometimes chlorination of the tank is necessary.

1) Anode rod is located on top of water heater.
It is 1-1/6" hex head.
It might be under a plastic plug, or you might have to take off metal top of tank.
Sometimes you cannot remove anode rod because it is rusted too badly.
I have used impact wrench sometimes and been unable to budge them.

3) Rusty water implies that anode is bad.
But water released by TP valve implies overheating, or bad TP valve.

4) Replace TP valve.

5) Check your burner and combustion parts for orange-or-yellow flame and sooting on parts that implies the water heater needs to be cleaned. You do not want overheated combustion chamber to cause ECO event that might require new gas control thermostat.
Gas should burn with clear blue flame.

6) Overheating tank can also imply that gas control valve thermostat is not working correctly and may soon fail. This would be evidenced if water is very hot and new TP valve doesn't stop hot water release.

This has to be one of two problems....
Either the dip tube is not in place properly or the hot and cold are reversed....
That is the ONLY way that you can be having that problem....

Make sure you have another person look at the heater...
Take off the piping on both the hot and cold lines and VERIFY that the dip tube is in place in the cold side, and that there is NO dip tube in the hot side....then also that the pipes are connected correctly...

There are many things that could be wrong with an oil fired hot water heater...oil burners are not something that a novice should mess with as they can be very dangerous...

If I understand correctly, your Bock gas water heater vent is causing water to leak down into chimney.
This is a very serious concern

Water leaking from water heater flue indicates improper venting.
The hot air gasses from water heater combustion contain water vapor, but the gas should vent out of house before condensate forms on pipes.

The problem might be caused by a power vented furnace that pushes vent air from furnace down into flue pipe for water heater. As a result, the water heater doesn't vent properly.
There could also be a clog.
Light a match under water heater draft hood and see if smoke from match travels instantly upward.

There are two major concerns.
1) If vent is not working, it means that odorless CO gas is entering home instead of venting outdoors.
CO carbon monoxide is deadly poison.

This is a very serious concern
You can buy CO detector after vent is repaired.

2) Water condensate will eventually rust away vent pipes because of acidic content of the combustion vapor. It can be expensive to replace pipes, and pipes with holes pose risk of CO poisoning.

My suggestion is call a qualified plumber ASAP and explain what you observe.
Plumber will want to inspect the vent pipes, and may want to extend water heater vent pipe up further inside chimney so furnace is not pushing air back into water heater vent.
Plumber may also find blockage somewhere in the vent stack or chimney.
Also post on a professional water heater forum like the Tank to double check anything the plumber says to you. These are the pros.

Check the power supply.
Check the thermostat control.
These can be checked with a volt meter.

The nozzle size and gap completely are designed to each burner, if the bock water heater had a becket burner than you would be okay with the gap, if not then what I would do is check the manufactures manual for proper nozzles and gaps of electrode assembly

Hello You have a clogged oil filter or oil line.The (electrode) gap should be left ALONE.The line needs to be blowin out & replace the filter element then the flameout will stop.
