Hi.
First try a power reset, as probably suggested. This is done disconnecting the power adapter. If this model also uses internal removable battery, remove the battery for one minute, so to power down the unit completely. That won't probably fix the problem, but it is part of troubleshooting process.
More than proper phone programming, this units allow feature settings.
To access settings, find the Feature Activation Button. See picture below:
Using the Feature button try canceling conference call, in case the phone is jammed with old conference settings. Use second combination shown as Cancel below:
Try using restriction override, in case a restriction has been set:
If nothing else works, try starting a call to alternate line. Use Feature button and nr.2 before dialing the number.
I still no luck, there are additional microswitches at the bottom of the unit that can be checked. This settings are not supposed to be changed by the user. In this case before proceeding I suggest calling 1-800-4 NORTEL in USA, or call your local Nortel number listed in their website.

We already tried that - it looks like it is hung up in a programing mode - no specific documentation can be found to tell how to get it out of that mode.
