Shimmer and bands

I have an LG Flatron L1710M monitor and am getting a 1cm wide vertical bar all the way down the left of the screen, which has horizontal bands in it that shimmer on and off. Also there are horizontal bands through the rest of the screen, not all over though, and these stay with the picture or text in the same spot when you scroll the screen.
Any ideas?

My new LG Flatron E2350 does not fill the 23 inch screen only 22 inches with a black border, have updated graphics and monitor card to the latest. What do I need to do for the graphics to fill the 23 inch...

Similar to TV - you need to adjust the "H" - Horizontal and "V" - Vertical. Horizontal will move picture up or down and Vertical will adjust left to right.

Use the menu button on your monitor.

Black marks on screen i think it needs a degaus but dont know how to do it

LCD monitors do not need degaussing. They operate in a completely way to CRT monitors.
Tiny black marks are most likely dead pixels, if the black marks are large then the LCD screen may be damaged (cracked glass).
This type of damage cannot be repaired simply, the screen needs to be replaced.
I suggest you put your money towards a new LCD monitor.

Vertical white wide band - Shivering fonts

Unfortunately that sound like a defective LCD panel. You can verify this by plugging the system into an external monitor. As long as the shimmering band does not appear on external display then it is the LCD. If it is under warranty I would suggest taking it into Apple.
