Nope...tried unplugging the video cable. i do not get the Dell self test screen.
i tried setup to another PC and same results as setup to my Dell.
blinking on/off light......no screen.
upon initial turn on of monitor, the screen pops on for milli second then remains black with periodic extremly dim blinking of monitor.
open for suggestions before i donate this to the circular file.

This sounds like the back light is gone on the monitir... to check this look very close at the monitor whet the PC has booted, if you see a VERY dim image on screen then it suggests that the back light is gone.
Many monitors hace a 3 year warranty so I would try a warranty claim before throwing it away
The floating 'Dell Self-test Feature Check' dialog box should appear on-screen on a black background if the monitor cannot sense a video signal and is working correctly. While in self-test mode, the power LED remains green. Also, depending upon the selected input, one of the dialogs shown below will continuously scroll through the screen.
If your monitor screen remains blank after you use the previous procedure, check your video controller and computer system; your monitor is functioning properly.
This box also appears during normal system operation if the video cable becomes disconnected or damaged.- Turn off your monitor and reconnect the video cable, then turn on both your computer and the monitor.
