From my own experience, no. You can often find Kirbys at very reasonable prices at second hand stores, estate/consignment shops, and even garage sales. I bought one on craigslist.com for $50 recently, but ended up using it only for parts. I see them on there often for under $400.

Generally the smell is the rubber belt that attaches from the motor to the brush.
Make sur the brush rollers are clean and spin freely, check the belt at the same time.
