If you are getting an vertical lines on your screen then its a hardware problem would suggest you to get in touch with the vendor from whom you have purchased the laptop and they would tell you the best way to get the warranty from or get in touch with dell customer care and check out your warranty period.

Your video card it bad. You will need to replace the motherboard in the computer to fix this.

Dell 1720 screen

If you can see the vertical lines during POST, try to check the vertical lines in BIOS. If the vertical lines are there in BIOS, the only thing you can do is to replace your LCD screen.

Inspiron 8500 - Display issue

with the external monitor attached press <FN><F8> to toggle between internal and external display. if still nothing then it sounds like the video card.

MANUAL

Check all the connections (especially the ground screws) that was a problem with one I worked on last year.

Half of screen is not viewable

Well the issue is usally with the Video driver.Try reinstalling it from the support.dell.com and that should resolve the issue.Also you can try connectring a external moniter and see if you get the proper display on that or not.Incase you do than issue is with the screen and incase its the same on that as well than its an issue with the video card.You can get either of the two replaced accordingly.

Hi Friend, In this case I would recommenrd you to please try and connect any external monitor to the system to check if you have the same issue in the external one as well..
If you got the same lines on the external one as well, it indicates that we can try updating the video drivers of the system
To update the video drivers, try the following link: http://support.dell.com/support/downloads/driverslist.aspx?c=us&cs=19&l=en&s=dhs&ServiceTag=&SystemID=INS_PNT_P4_8500&os=WW1&osl=en&catid=&impid=
Please make sure to select the Operating system first you are using on the system and after that the last option you will see the Video drivers.
If the external one is working fine, it indicates that the issue is with the laptop screen itself and needs to be repaired or replaced.
