is the bake element getting hot?when you put the oven on bake both the broil and bake elements come on,if just the broil element is getting hot it might take it an hour to heat up.you might just have a bad bake element,if the bake element isn't hidden does is turn red? if not it's not getting hot.
I have an aging JSP68. First, take out the range control (held in by just a couple of screws, disect it, clean it the best you can, dry it. Be careful not to break it because there is no replacement. Pay special attention to the membrane buttons. They tend to stick. Realize the broiler element turns on sporadically to reach the set temp quickly, the bake element should be solid on. Check the "header" (the long double strip of pins) connecting the range control. I had to resolder mine. Another insult was that I baked a bread recipe that required you put water in the oven to generate steam. The steam made this oven literally go bonkers. The relays started to chatter and just a half minute of this will destroy them. Also when you press bake keep it pressed for a few seconds while adjusting the temp to 170 then release. If you don't hear the bake relay click on, try again. Another thing you could try is to press all of the buttons once, this should help to unstick them if any are stuck.

In order for the element to stay on when the control is turned off either the control has shorted or the contact that the control switch controls has shorted, if the the light goes off as usual it is most likely the contacts in the elements relay that have welded themselves in the closed position but both the switch and relay will need to be tested.
Most likely its the EOC (electronic oven control), it needs to be replaced. If you self cleaned the oven a lot the very high heat generated fatigues computers in modern ovens.
