Unable to get any type of response from modem

I have an Apple mac desktop and a macbook. Am with TPG and am unable to connect to the internet or access the modem interface. Have tried getting into the dignostic page 10.0.0.138 on Mozilla but it says that it cannot find anything, have had success previously with Mozilla. On the modem 1st light is on, Ethernet light is normally solid but flickers and 3rd light (DSL?) flashes 4 times then stops for about 4 seconds before starting the pattern again. Last two lights are not on. TPG said they have no internet issues and the fact that neither of my computers can access the modem internet leads me to believe that possibly the modem is screwed.
any suggestions??

Click Start, the type CMD in the run box and press Enter. In the new black command window type this:

ping www.google.com {Enter}

If you get a response all is good. If no response then type this:

ping 203.0.178.191 {Enter}

If you get a response then your DNS settings require attention. If no response then you truly do have no connection and should look to your network, modem, router and ISP.

MacBook Notebook will not connect to network via Zyxel Prestige router. Asks for WEP password and then says unable to join the AirPort network. If I change the Mac Filter in the router the other computers...

check you password in a word pad before typing it in to see if you have caps lock on /type WEP password in word pad then copy and paste in to field and see if you can log on

Unable to connect Tata Indicom USB Modem on MacBook Pro

insert usb modem -launch system preferencies and click the icon network icon you should see qualcomn cdma...add the following settings

Can't connect!

First of all... Unplug the modem, unplug the Airport (WiFi router) and turn off the Airport connectivity in your MacBook.
After 5 full minutes... Plug in the modem.
Wait 2 full minutes... Plug in the Airport.
Wait 1 full minute... Turn on the Airport connectivity in your MacBook.
After all of that... 
If you're still not back up and running and you're using an Apple Airport, open the Applications folder, open Utilities, open Airport Utility.
If you're using any other type of WiFi router, use the Network Diagnostics button that should show up in the web browser window when you try to go to any website.
