This happens when it not only is discontinued, but also sold out. When searching on Google does not give hits who is still selling this, you can't buy it at all.
Google an eBay are your last options I guess.

A toner should be lightly swiped across the face using a cotton round or cotton ball. Let it dry on your face, there is no need to rinse it off!
