Hello, please check your HP Insights Manager first for any other server-related errors to verify that there aren't any power issues.

Also there is a built-in test led for checking the status of the power supply(BIST-Test) check for it on the back of the server, the led AND fan need to be working when the server is started from "off" state. This is per power supply.

Is the led on the redundant ps lit up? Maybe try changing the power cord for the redundant ps for one you have tested on another machine
Also, the manual shows a connector on the mainboard for the redundant power supply.. that might be needed after installing the redundant ps in the second bay. Just adding the redundant supply might not be sufficient to tell the server it has the redundancy installed, not sure, guessing here. Here's a link to the manual:

If the power box is bad, The computer will not come on. if you only get a green light, you would need to start with replaceing the power box, if you get a new one and the same thing happens, then the mother board is bad too.

I have a DV1130us and I'm having the same problem. I've already replaced 2 blown SMD capacitor on the motherboard, originally would only short out and obviously not boot or charge.
But I think it may be the MAX1907a chip, basically the actual power supply controller for the laptop, though it may also just be another bad cap somewhere. If/when I get mine working I will post what I did to get it to charge.

Computer power supplys are modular replacement fixes. Better to replace the whole thing then try to repair.

Bad ram probably, units do that all the time at my job. Most of the time, it is the power supply that does not have enough power to invest into all hardware that makes your pc. even if you had a 400watts power supply, the next time you are buying a power supply you should do some kind of upgrade. 600 watts or more. If you have a high end graphics card then you are indeed in need of a new power supply. also check your cpu, its fan, check if it still seated properly, if there still paste on top of it to hel cooling it down, and protect it from statics. if you added new hardware, remove them and keep checking if it is working. To do manual diags, you need to take the unit apart. I would start by removing rams first, and check ram one by one, then hdd, then disconnect other components until i find the actual part. I am sure it is your powersupply, worst case scenario is you mobo is gone.(but it powers up and shutdown after all so let us hope you don't have a dead motherboard." and remove the dust please, dusty units do not run properly. It sounds like you may have lost your power supply due to a surge in the line when the power came back on.
Here's link to some power supplies, I would also invest in a surge protector power strip, to prevent this from happening in the future.
Make sure you get a power supply with the same or higher wattage then the one in your PC, they are fairly easy to replace four screws on the back of the PC and unplug the connections to the PC components inside.
