Something is stuck between the inner (rotating) drum and the outer (fixed) drum. In my experience this is likely to be something like a wire from an underwired bra.
Empty the machine and carefully feel the inside of the drum all round. If you find something protruding you may be able to pull it out with a pair of pliers/pincers.

There are two different types of "drum balancers" manufactured into washing machines today... One is a disk type (most washers with this have 2-6 depending on age, manufacturer, and quality), the other type is a self-balancing style.
It sounds like you need to order some new drum balancers. The repair will take approxmiately 1-3 hours depending on if the it is a front or top-loading machine.
