I AM REPLACING A 3 WAY WITH A LEVITON TRUE TOUCH 3WAY DIMMER. IT APPEARS AS THOUGH THE OTHER 3WAY IS ACTING AS A SWITCH FOR THE DIMMER. IF THE OTHER SWITH IS "ON" THEN THE DIMMER WORKES FINE BUT WHEN THAT SWITCH IS "OFF' THE DIMMER DOES NOT WORK.

The other switch should only be changing from one wire being hot when it is in the up position to a second wire being hot when it is in the down position. Then the new dimmer should be hot on one terminal when the other switch is up and on a different terminal when it is down.
I'm not sure how the Leviton dimmer works, though.

If the load on the dimmer exceeds 600W you're in trouble. If not, then it's simply dissipating heat (the larger capacity dimmer would also dissipate heat, though would be set up for more heat and feel cooler than the new dimmer).

Lights turn themselves on and off

I have seen conditions of poor / missing ground, high humidity and nearby two way radio operation (CB, Ham, Police, Taxi, etc.) cause unattended operation (on and off).

Make sure the switch surfaces are clean and dry. Try changing metal switch plates to plastic / nylon (and vice-versa) types.

Ensure that the switch is grounded. Before removing switch from box, shut power OFF. Carefully pull the switch from the box and make sure the switch's ground wire is connected to the ground conductors in the box.

Ultimately, if you are unable to solve the problem with these true touch dimmers, changing to a rotary knob / slide operated dimmer or even a standard toggle switch should work without incident.

Look at product number again to see if numbers posted are correct.
Also include what type of device this is: rotary dimmer? slide dimmer? touch dimmer? Switch? single-pole application or 3-way? And include what you are replacing.

It depends. Some dimmers are considered "smart dimmers," where the control on the other end of the 3-way has to be intelligent enough to send a signal back to the dimmer. If the Lightolier dimmer was a smart dimmer, then chances are that the 3-way control was designed to talk only to that specific dimmer. The Leviton product you replaced it with is a simple, basic dimmer - it should work in conjunction with a simple, basic 3-way switch.

If the 3-way control already IS a simple, basic 3-way switch - then I would simply re-check the wiring of the dimmer you replaced.

Most of this style lightolier product requires the proper remote such as the zpr3. Leviton illumitech is a similar design, but uses regular 3 way wiring.
There are others out there as well, that do not require the remote.

Depending on your wiring, as to single pole (one switch location) or 3 way (two switch locations) you can use most dimmers. Leviton and Lutron have similar dimmers, and some specifically for cfl's.
Leviton has Sureslide, Illumitech, True Touch
Lutron has Diva, Skylark, and Lumea

Make sure your cfl is dimmable.

Leviton TrueTouch 600W dimmer 6606-ILM is stuck on high and won't allow dim down. Is the dimmer toast?

Unfortunately with the new electronics, there is not much to do when they go bad. Sometimes they go out and nothing works, sometimes just no dimming. I have had it where I got careless installing one live, and hit the hot to the frame. Worked fine as a switch, but no dimming! Best to replace it.

You posted under Leviton rotary dimmer.
Lutron and Leviton have many 3-way dimmer styles, and both make 3-way rotary dimmers.

I remember years ago replacing 3-way switches with dimmers and having same experience as you. One dimmer has to be ON for the other dimmer to dim.

Later I learned when you replace both 3-way switches with dimmers, you buy a control-and-companion dimmer set. One dimmer is main, and it lets you dim from both locations. The two dimmers communicate with each other electronically. Buy these dimmers at lighting store that specializes in fixtures and dimmers. Ask for most experienced salesperson.

I checked to see if rotary dimmers are made in the companion set. And neither Leviton or Lutron show 3-way companion set rotary dimmers.

1) Leviton spec sheet on rotary 3-way dimmers does not show companion dimmer. This indicates that Leviton rotary dimmers don't have capability of communicating with each other.

2) Lutron has image of 3-way rotary dimmers.
Image shows single rotary dimmer in 3-way & 4-way circuit.
This tells me that Lutron does not have companion dimmer for 3-way rotary dimmer.

A quick peek inside a sample Leviton manual confirms that your wires are connect correct - BUT...

The remaining 3-way switch needs a jumper wire.
See if your instruction manual shows the same thing as image below.
Let's go through this.
The yellow wire connects to a traveler ... and that traveler connects to one of the brass screws on 3-way switch.
The black wire from Motion sensor also connects to a traveler wire ... BUT you have to identify which traveler wire and which brass screw that traveler wire connects to. And then, put a jumper wire (a short piece of wire) from that brass screw to the dark-colored screw.
I think that will do it.

Some of these electronic devices are reversed when two of their wires are connected together.
That's what the jumper wire is doing. So the 3-way switch is just connecting and disconnecting the black and yellow wires, and that action reverses the circuit in the motion device.

The Leviton page for Leviton 5613 does not have a troubleshoot.
Manual shows simple wiring diagram.
3-way switches will not operate lights if switches are wired incorrectly.
Check your ground wire is connected.
Leviton 5613 series is illuminated.
Check that both switches have 5613 number.
Swap switches and see if problem is inside switch.
