Your phone still locked for one network provider, to solve this problem you will need lg ce168 unlock code to unlock your phone network so you can use any sim card on that phone. Lg unlock code can be bought from online unlock code retailer or request from your network provider.

You can check it with other sim card ,if it remains the same problem ,it may be locked to particular network wont accept any sim card other than the particular network ,you can unlock it and used to other network

No, you don't need any specific setting if your phone already unlocked. Are you sure your phone already unlocked? If not you need to unlock it first using samsung t309 network unlock code and your phone will accept your airtel sim card after you put samsung unlock code in that phone.

check whether is locked for the network(airtel)
If you by your phone on airtel offer it might be blocked by them (airtel). You need to format the software and reinstall the software.
