If you have synced your iPad with iTunes before you forget your iPad password, you can reset your iPad by using iTunes without losing data. Through iTunes, you can restore your iPad from the last backup and remove the passcode from your locked iPad while retaining your data. If iTunes asks you to enter the passcode, try another computer. Otherwise, you have to follow the reset iPad Passcode with Recovery Mode section below. The following steps will show you how to reset iPad password with iTunes.
Connect your iPad to the computer with via a USB cable that your iPad has trusted.
Launch iTunes. If you've synced your iPad with iTunes, then no "enter password" is required.

Press 2 to edit mailbox, you will be prompted for the mailbox to edit, enter the mailbox number. Press # to skip to the passcode reset, enter the new passcode or press * to reset to default(999) then press # for each of the remaining parameters until you are returned to the mailbox menu which prompts for press 1 to add mailbox, 2 to edit mailbox, and 3 to delete mailbox, then hangup.
You need to access the system manager mailbox to change passwords and mailboxes. this is done from dialing auto attendant than dialing 632 and entering the password for that mailbox if asked. There is a setting for change mailbox in there. Just listen to her and remember 1 always =yes and 2 always = no

I assume you forgot the passcode to a voicemail box , not the pass code to the voice mail system. The easiest way to fix your problem is to enter voice mail programming(from a telephone) and delete the box and then create the same box again. That way the mailbox when created will come up with the system default pass code
