it sounds like some one has tryed putting its windows disc in but then stopd it before it was finished doing its work.

Seems that your notebook's hard disk either failed or system files are corrupt. Try re-installing the operating system. If this does not fix the problem, consider replacing your hard drive.
If this error occurs you open the cabinet disconnected the harddisk data cable for few seconds and reconnected the harddisk data cable and bot it will work.
