I cannot get it to incline. It will say it goes from .5 to 10 and not incline at all

Method 1: Press Stop and Speed Up, Insert the Key
To calibrate the incline, press and hold the stop and speed increase buttons. While holding the buttons, insert the safety key. The machine will now be in calibration mode. Press the Stop button once. Then, press one of the incline buttons to begin the calibration. It is recommended that you do not stand on the machine while the calibration is taking place.
The machine will move to its highest incline position, then to its lowest decline position. Please wait for the machine to come to a complete stop. When the machine stops moving, the calibration is complete. Remove the safety key from the console to exit calibration mode.

What fuse ? Regular mini fuse ? Just pull it out with the fuse puller tool located in the fuse box compartment . Replace with same number fuse . 5,10 , 20 , 25 etc.. what ever it is . How To Safely Change Blown Fuse

Google the model and codes. You should find instructions in how to to retrieve the codes and that will point you in the right direction.

most prob one of sensor / connection gone bad

The red and black wires going from the control board to your incline motor are reversed.

replace incline motor

Replaing the lamp will fix this problem most of the time.If not count the blinks. This is an error code.

Open the motor cover. There should be a service sheet in there.
Read Option 2 & try it.
