Possibly a power distribution board problem.
PDB requires replacement.
I had a similar problem, on a used Power Edge 2600 server I bought.
The primary power supplies lights didn't come on when the server was powered up and the orange caution light was lit. The server did power up and work fine using the secondary power supply.
After reading the post above, I checked over the Dell documentation and stripped down the power, removed the power supplies and the power distribution board. To my relief it was just the cable from IEC connector on the back of the PDB had become unseated from the socket at the front of the board (where the PSU's plug in). Reseating the connector and reassembling the server fixed the dead PSU and the caution lamp. Excellent!
Hi
PowerEdge 2600 utilizes a Power Distribution Module (PDM) for power redundancy. The two (Max) Power Supply Units plug into the Power Distribution Module in the front and two power cords at the back from power outlets..
If a power supply lites RED, it indicates the respective power supply unit is faulty (normally) and/or the slot/PDM is faulty (very rear). Given that both power supplies indicated fault the issue may as well be with the PDM.
Check here for help to re-seat the PDM cables. If issue persists consider replacing the PDM.
Let me know if further help is needed
