First thing what you got to do is get your sim card disabled by your service provider.You need to go to your Service Provider and give them your cell phones IMEI no. Who ever has your cell phone will swich it on and put his sim in your mobile then your service provider will trace the mobile down.

If you want you can recover your mobile. You might be having the box in which the mobile came. It will have IMEI no written on it. You can give that no to your service provider. It's not possible, even if you had installed a mobile tracking software, you can somehow locate it (not 100% if the finder directly flash the mobile), but you can't do anything with the handset. Did you assign any lock code or sim lock? If there's sim card, you can block. Call the customer care of your Network Operator and tell them the problem, they'll block the Sim card with the specific Sim Number. The have the ability to do it, but the carrier will not track the mobile without a court order.  Only thing you can do is remove it from your account so that the person who has it cannot use it on your account.
