The sound card is integrated into the motherboard of the system. It is not a separate card. Two usual things that are of interest are disabling the onboard sound and installing the driver to be able to use the onboard sound. I cover both below:
Entering System Setup
If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft® Windows® desktop. Then shut down your computer (see page 47) and try again.
If you want to install a new card, you need to disable the on-board sound card. You do this with System Setup. This is described on page 83 of the user manual (click here for the manual)
Select "Integrated Devices" and then select "Sound". You will be given the opportunity to disable the onboard sound capability so that i does not interfere with your new sound card.
Make sure that you Save and Exit from this setup utility to save your choice.
If you are trying to get the onboard sound card to work, then you will need to download the driver for this specific computer from the Dell support web site here: (Click here)
Select your version of operating system from the drop-down and then find the driver for the onboard sound card for your computer.
As usual, on board sound and graphics. So it hasn't actually got a sound card. If you wish, you can dissable the onboard sound and fit a nice card of your choice.

It sounds like you may have broken your sound card. I had the same problem when I tried to digitise my old 4-track recordings.
I tried the broken card in another PC, found that it was not working, so I went out and bought a new sound card.
