THE TUB IS WOBBLING AROUND INSIDE THE MACHINE.

Either the top tubs "balance-ring" is leaking the balance solution and needs replacing or the tub springs are broken or disconnected from the tub

the belt might have come off of the tub take it back apart and look underneath and see if the drive belt is loose or on the floor when the tub came loose it probably slipped the belt off before stopping.

It appears your vibration damper has failed in this instance. (out of oil??)

My kenmore dryer makes a loud rattling noise like it has belts with metal buckles tumbling around inside of it.

This happens when coins get inside the metal vanes that tumble the clothes inside the dyer. It can also happen if a belt wears off a strip of the belt that starts slapping the interior walls as it turns. A third way is for one or more of the the rear support rollers of the drum to become worn.
The first two causes can be checked by watching the first minute and 20 seconds to see how to raise the top of the machine. Be SURE to unplug the machine FIRST and not plug back in until FULLY assembled correctly.

Once top is raised turn tub very slowly clockwise (inspect belt for fraying as you turn) until screws show up that attach the inner vanes to the tub wall. Remove these screws to check the interior of the van inside the drum for foreign objects and remove. Complete one vane, reattach and move onto the next. If you don't find ANY objects in the vanes move on in the video to the 3 minute mark and you will see the 2 rear support rollers. Check them for wobbling or tightness and replace if necessary.

The Final Possibility could be a very wobbly idler pulley that needs to be replaced on the floor of the dryer. I have included a picture of the belt configuration if you need MORE disassembly than just the top.

I have a Kenmore top load Elite model # 110.28062800,and was wondering if the wash basket (part # w10118182)is to have water inside of it. I took the basket out to clean the machine and there's liquied...

You can expect some light accumulation of liquid in parts of the basket. Keep in mind, this part is housed within the washer outer tub which contain the water as the basket does the crazy things wash baskets do.
Don't know why you feel you need to disassemble a washer to clean it so meticulously. Was it wobbling or not draining or did you just get bored?

Frigidaire frontload FTF2140ES3 33 month old, final high speed rinse tub bangs violently , you can see its wobbling. load is not off centre or large. First repaiman says its the bearings...WHAT... this...

If the bearing is bad it will likely do one of three things, it can sound like a jet is taking off when your washer is spinning, the rear bearing seal can start leaking, or if it is really bad there will be slop between the basket and tub. Open the door and spin the basket, does it sound like the bearing has gravel in it? Lift on the basket if it has slop between the basket and tub this will for sure cause the banging you are talking about. To verify the leak you will have to pull the rear cover off of the machine and look for grease or water trails running down the rear of the tub. Often times the grease or water will get on the pulley or belt and fling it around the rear of the washer. Hope this helps.

if the drum seems to be wobbling or seems out of round,check around the door boot and see if there are any plastic shavings,i just worked on a g.e. front load washer and found the outer tub chewed up from the "spider" assembly that hold the inner tub to the bearings completely broken,of course to check for this you need to remove the inner drum starting from the rear area by the motor & drum pulley and remove the front cover to pull out the drum to inspect this part,if it is broken,dont use the machine till its corrected

Seems with your observation that the tub is out of shape and so it might be wobbling when it runs. So the only option is to change the tub with a new one but the cost must be confirmed to decide between a new tub or a new washer.
If you can get a salvaged tub it will be economical.
