have you checked the error codes on the heater?
you can do this by powering off the controler and pressing the up and down keys for a few seconds. this should take you into the diagnostics mode scroll using the up and down keys till you find the one that has the letter E on it and that will give you the last 8 error codes write them down and get back to me

Remove power source from the unit. If remote control is installed; remove cover and lift the control wires on the terminal...can be accomplished from either end.
Restore power and see if unit functions normally.
Contact Paloma/Rheem customer (800-432-8373) support and notify them IF you are getting a code "76" error. Rheem has recently extended the warranty on the "Burner Control Assm."; which is your problem. The C4-C8 portion of the error code, is where the unit stops the ignition process...burner fails to light, or gives you intermittent hot water. In either case, contact customer support.

Hi,
The flame sensor is bad....and it is not sensing that the flame has lit....
Some models have a separate flame sensor and some use the ignitor to sense the flame...
If it has a separate sensor then clean it with a soft cloth... if it is the ignitor then the ignitor is bad...
