There are usually screws that are around the top of the globe or you have to twist the globe gently.

How do I change the lightbulb in the HC-1131 ceiling fan... the globe will not come off and the whole shaft turns if I try to lift and turn the only part that looks like it comes off

I appologize in advance for not having absolute, 100% certainty if this will work with your particular model of fan, but it appears that most fans of that style have a threaded globe glass covering. The difficulty most people encounter, is that if the globe is even mildly warm from the fan motor running, it will be near-impossible to grip, much less to turn.
In all related cases I had read about, the solution was to allow about 12 to 24 hours of power to the fan being completely off to allow it to cool, then try turning the globe to unscrew it. Most suggest "clockwise" but I have no way of knowing if they mean clockwise from the perspective of looking up at the globe, or clockwise relative to the fixture itself.
Some also suggest that rubber gloves to improve grip or friction may also help to turn the globe.

Where to find ceilng fan replacement parts?

you can either check the company that made the fan or try your local home depot in the light isle towards the back you should see fan parts and light globes.
