Check for blockage of the air pathway. Check that the fan turns freely, as the bearings or bushings could be shot. The fan blades could also be loose. You might just want to replace the fan, as it is cheaper than replacing bushing/bearings.

Is it a clicking or banging sound? The fan is most likely not kicking up the moisture to cool the evap coil off enough in the unit so you might here more noise for a little while. Monitor it and let me know if anything changes.
fan motor is bad stuck or relay or capictor if fan dont pull air thru condensor it does not turn to liquid and then wont evaporate or cool in evaporator
You will need the condenser coils repaired before you can charge it. These come from the factory sealed and they should not ever need a charge unless you have a leak. The hissing sound is more likely air in the system being pumped by the comressor and it is coming out a hole in the coils.
If the fan is not working,then the fan motor is bad,or the start capacitor is bad.Pull the unit out so you can work on it,near the plug in.Be carefull,and use a stick,backscratcher,or something like that.Turn the ac on to cool,high blower,and turn the fan bladeclockwise to see if it will try to start turning on it`s own.Careful not to gouge the coils,and try to turn the fan reall good.If it starts,let it run,for about 15 minutes.If the fan,does not quit,then replace the start capacitor.If the fan wont start turning on it`s own,or the fan stops after a while,replace the fan motor.I hope this was some help.
