How new is the chicony web cam? Was it designed for Windows 7 or a previous ver. of windows?
Sometimes older cameras won't work with windows 7. That's why I asked that question.

If the laptop originally had vista and the camera was designed for vista, and installing drivers and reinstalling drivers for it didn't work back then, then it may be a bad web cam. Is this on a satellite laptop?
Maybe try an external webcam that clips to the laptop's monitor which will work with Windows 7. I know this isn't as elegant as a built in web cam, but it should work.

click start control panel view devices and printers you should see your web cam from there
if you are have trouble with your web cam
click start control panel administrative tools ,computer management ,device manager scroll down
image devices you could see a yellow question mark ? right click to reinstall drivers or update driver
this will vary depending on your operating system
