You need to replace the "hot water inlet valve". If you have have cold and hot water at the pipes and only cold coming it the valve is bad. Replace with this part.

Check your hot/cold inlet valve and solenoid. It sounds like your cold water side of the valve is stuck shut. The valve is found by following the inlet hose right to it. Also, do you have a domestic well as water supply? Sometimes fine sand from a domestic well will plug the valve screen. It is also possible that other mineral would plug the screen. These things would happen gradually, though, not all at once.
Check the cold water inlet hose to see if the screens are plugged. If the hose is ok, then the problem is with the cold water inlet valve itself. The water inlet valve controls both the hot and cold water. You can get the part at any appliance supply house. It the part where the water hoses connect. Just remove the back panel to get access to the valve. Hope this helps you.
I would pull the lines off the back and check the inlet filter on the hot and cold sides of the water inlet and clean the screen style filter. If you just use cold is the water cold if the cold water valve was bad then you would get no cold wate when set to cold.

This sounds like a cold water supply problem that's usually caused by a problem at the water inlet valve. soundslike either your cold water supply is not turned on all the way or the inlet valve is clogged w/debris. try removing cold water hose and checkin inside the valve, sometimed youll be able to remove sediment adn debris from valve from screen, if thats not the case youll need to replace the vavle itself
