The most likely problem is a lack of Win 7 drivers. next is that the USB connector is either not up to the correct standard (ie USB 1 instead of USB 2) Try another USB connector. or that the USB controller on your motherboard has failed or lacks drivers.
I think you need to have a look at your connection and see if it can handle VOIP traffic.
It sounds like you are downloading okay but your upload isn't good enough.
Run the tests at Dr-VOIP and it will tell you where you connection is falling down and you can either contact your ISP to have them investigate the problem or think about having your internet connection upgraded.
close the voip philips application from the task bar. Then do the same for skype. Now Start Skype again followed by the voip software. If that doesnt work uninstall both software and reinstall installing the voip 080 first, then upgrading the skype. You may still receive a warning at first but it will work
I have the same problem but what i did is to ru my XP in safe mode with networking and saw that is working ok. after that, i just locked on which services are working on normal mode and not shown on safe mode. found the service that was doing the problem (HP netwoking for my HP J6413 printer) and now working on some way to make it load only after the skype and the driver loaded.
It took me a while to figure out but here is how I am able to dial out from skype to a hardline to a person not in my skype contact. Simply start to dial the number (not from the talk button!!!) then instead of hitting the talk button to dial, hit the skype button on the bottom left hand side. I also have to dial 001 then the phone number. Hope this works for you too. good luck.
