The IXL software has been designed and certified to work only in 32 bits OS's. You have a 64 bit OS so that might be a problem. But it looks like it's a hardware problem
The first thing you should do is to try to use a different USB cable. If it's the same you must check that the handheld device is functional: connect it to a Linux pc and it should appear as an external memory device - if it doesn't then it's defective.
If the hardware is good then it's a software problem: uninstall the IXL software, manually delete all remaining folders, reboot then install and run a registry cleaner like

Then you need to reinstall the software: make sure the device it's not connected to the pc and put the disk in and launch the install process. Once the install is done you will be able to update it.

Having the same problem, believe it might be due to a significant amount of people trying do the update. Either way I think it is terrible that fisher price could not have fixed this. They should re-imburse people who have been majorly inconvenienced. As for now I think you just have to wait.
