It seems strange that it failed so quickly. Don't use tap water, it will wreck the element and potentially block up the galleries. I have a budget tip you can try. Mix up a solution of citric acid powder (safe to use - it's a baking ingredient) in DISTILLED WATER. A tablespoon per 2 cups should be strong enough. Make sure the powder is sufficiently dissolved and add it to the steamer tank. Turn it on and wait for a while (maybe 10 - 15 mins?) and pump the mop on the floor - with a bit of luck, it will purge out the steamer and start working. Drain it out and thoroughly rinse the tank. Refill with distilled water and use it until the lines and galleries are free of the powdered acid solution. Store the steamer EMPTY of all water and in future only use distilled water (citric acid powder does an amazing job of cleaning electric kettles too)
If it does not work, I suggest taking it back to the place of purchase or contacting nintendo. It may be that the game is broken - you should receive a replacement game for free.
It should be okay to use dry bleach, if you follow the instructions on the bleach. Some bleaches require dissolving in water first, others can be used dry.
