problem is that any today products are not compatible with a win operating system ( Win XP) which has not been supported by Microsoft for the past 10 years or longer
You may have to install win 10 to get it to work propely
I'm not familiar with your tv card but it may not work in Vista or Windows 7. Usually you have to check hardware requirements and compatibility on the box. And try to by something from known brands like Hauppauge, AVerMedia,Leadtek, Pinnacle Most of their new models will work on Vista and Windows7. You can try to install and run it's software in Compatibility mode as on XP. And run it as Administrator. If it wont help return your card if you can. Good Luck!

Depending on the OS and Drivers, DirectX version I presume 9c, check your AverMedia TV card, in other slot PCI, and reinstall drivers, if required. Should work.
but, drivers, too for the Video Card, if Nvidia? download the latest.
