I do not know the steps to take to program my Sony Video (RMT-V306) remote to my Toshiba television.

Your remote support page does not list the Element TV brand. Reverse searching provided the following links with codes to program the TV:

I've the document that describes the programming methods to this remote control [SONY-RMT-D123A]. It is a PDF document, and I can't send it to you by this winodw as this window does not allow me to uplad any PDF files by it.

The Sony RMT-D187A cannot be programmed for a Dynex television. The brands supported according to Sony are: GoldStar, Hitachi, LG Mitsubushi / MGA, NEC, Panasonic, Philips, Pioneer, RCA, Samsung, Sharp, Sony, and Toshiba. Sorry, but it wont work on your TV.

It looks like the remote you have originally came with a few differnt DVD players from Sony. There appears to be directions for setting up the remote to work with a TV is on page 52 of the owners manual found at:
