I'm pretty sure that if you cannot change the language in the settings of the phone, you would have to flash another ROM onto the phone in order to get another language.
There is a great forum dedicated to modifications of smartphones: XDA developers.

I had the touch once, and once I flashed another ROM it gave me so much more functionality to the phone, it's ridiculous ! :D

Simply change the value in this registry key HKEY_CURRENT_USER\MUI\CurLang
from Hex 409 (english) to any other localization value (found in this list ). 408 is Greek, 404 is traditional
Chinese, 40E is Hungarian and so on.

Tap on Start > Settings (it is represented by a gray gear in front of an yellow folder. It should be the second item, from the bottom to the top, the closest one to the question mark, which stands for Help). Tap on the second tab (standing for 'System') and search for an icon representing the Earth (standing for 'Regional Settings'). Tap over it and choose the language that better suits your needs, in the dropdown menu. This procedure won't change the ROM to the desired language, of course, but will allow you to better understand what is going on.
Hye! Download 'Schap's Advanced Config 2008' from the web; its free... or you could also use 'Diamond TF3D Config' - both are free tweak-applications; that can help change many setting in addition to its ROM language... try it... Enjoy1
I have been unable to sort this out! I am not tech savvy...however, I understand I need to obtain a Windows 6 OS in English! I´ve checked online for freedownloads & have yet to find! So many purchasers have this problem...not realizing there isn´t a language change setting prior to purchase! I´ve spoken directly to HTC with the issue of this little advertising omission!!! They blame Microsoft!!! I intend to speak to a lawyer friend. I think it´s deceitful marketing to some degree!
BTW...HTC also justified the language setting omission issue, advising me my HTC Touch is not a smartphone...not even a phone...it´s a PDA! PDA´s according to them, do not have language change settings!!! Do note however, HTC.com site does list the HTC Touch under Touch Phones in their Product window!!!
