You don't need to do anything on the ML-L3. You need to set the release mode on the D700 to the remote mode. Press the release mode dial lock release and turn the release mode dial (pages 27, 77, and 80 in my copy of the manual). If you need a manual, you can download one at

Nikon really doesn't have a user's guide for the ML-L3. It comes with a slip of paper telling you how to change the battery, and that's about it. The thing only has one button on it, after all. The precise steps for using the remote vary from camera to camera. If your camera works with the ML-L3, there will be something in the camera's manual telling you how. It's usually called "Release Mode" or "Shooting Mode." Basically, you set the camera to a remote mode, then use the button on the remote instead of the shutter release button on the camera.

Sadly, the ML-L3 does not work with the D700. You need to buy the much clumsier and much more expensive ML-3, which has a wireless receiver you hook to the camera and a wireless transmitter you use to fire the camera.
