Sorry but it sounds like weak batteries. I would replace both batteries and after installation fully charge before use. Then ask Mom to use the chair more each day so you can charge them overnight each day for the next 20 days. It will break in the batteries and get them operating at 100%. If you can get her to use it more and charge it overnite and always put it up at full charge the batteries should last 2-3 years Hope this helps

Thank you lennieg2000.
One more question, if I may. Let's say she breaks-in the batteries as you recommend for 20 days, but then later does not use the chair for much more than 1000' per day - does it hurt the batteries to charge them for 10 hours overnight when they may only have discharged a little during the day? (Her memory is unreliable at this point.) Is it better to have an off-board charger that will automatically shut-off when the batteries are fully charged? Again, many thanks.
Sorry it took so long to answer wife had surgery and I was laid up awhile. What I would do is charge the chair at least once a week overnite after the breakin period is over If you visit regularly check that she doesn't run them down too low before she charges them. The onboard charger shouldn't overcharge the batteries so buying an off board isn't necessary Good Luck
