Charging light flashes quickly between green and yellow. Normal?

No. Most UPS's should have a Solid Green Led on if the unit is running good. This might be indication that UPS has batteries that are not charging completely which mean they are depleting. How old is this UPS and the batteries? Have you changed the batteries yet? Need more info. Do you still have the manual. Always keep UPS manual handy. I have a ton of manuals but not for these little UPS. Mine are for 10kVA to 1000kVA 480v to 208v. Anyways hope I helped.

My glowbouy flashes green and red...what does this mean

According to the owners manual for these swimming pool lights, this is what each colored indicator means. Hope this helps.

Solid green
The battery pack is fully charged.
Slow flashing green
The battery pack is almost fully charged.
Slow flashing yellow
The battery pack is half charged.
Medium flashing yellow
The battery pack is less than half charged.
Fast flashing yellow
The battery pack has almost no charge.
Fast flashing red
A charging error has occurred and the light should be unplugged and then plugged back in. If the Fast Flashing Red persists after several attempts, the battery condition is questionable.

Also in the trouble shooting guide, it mentions this:

Problem: Red Indicator Light Is Flashing While Charging

Solution:
A red flashing indicator light when charging indicates a selftest
error condition. Unplug the product and plug it in again.
Try this several times; if the indicator light continues to flash
red, unplug the GlowBuoy and take it to an authorized service
depot.

Have brand new APC 900 UPS and when plugged in, both green & yellow indicator lights flash. Non-stop. Left unit plugged in for 18 hours (off) to charge battery as info sheet suggested, but lights still...

Nope! The internal battery is not plugged-in correctly. Unplug the APC unit and open the access door to the battery (it is not dangerous to do).
Re-seat the two wire clips (red & black) to the battery. The positive post has a red mark on it.
Close it up and charge for a few hours before using.

If the symptoms continue, return unit to store.

Power is applied to ups but no indication when on / off button pressed.

The internal batteries may need recharging/replaced. After many use, ups/apc units need the batteries replaced and recharged.

Beep and yellow green light problem

It sounds like you may need a new battery. The batteries are continuously tested by the UPS and it could be that the voltage is passing one test, and failing the next which is resulting in the light flashing. You can test the battery with a voltmeter. It should read over 11.5 volts, if not you need a new battery set. You can get batteries from http://www.batteryinternational.com/ups-batteries-apc-batteries.html
