The police bike is only available in multiplayer mode. In free mode in the ballad of g*y Tony. The bike will spawn near the police stations

Sadly it can't be fixed, you need a new copy of the game.

The only way to have parachutes in GTA IV is to have purchased the Ballad of Gay Tony DLC.

for voice mail you just need to dial 1 ( goto dial pad insert 1 and call)

that will directly connect to your voice mail (only if configured )

if that doesn't help then contact your service provider.

to download apps goto windows store make sure you are signed in and then search for app and find install button, click on install app will start downloading it self ( note that you can only download free apps for paid apps you may have to add your credit card and then purchase for it)
