Check batteries in remote. Or possibly a new universal remote. I just purchaced a RCA universal remote. Works better than the original factory remote, and easy to program to the correct code.
The power supply regulator section is not working properly. It will be best to replace this board as card basis rather than trying to make it right. Philips have used some special numbered components there, which are very difficult to get from open electronic spare part market. The remote uses RF (radio frequency) only for the IPOD controls. For the other devices, it uses basic infrared. The RF works through walls - that's why you can control your IPOD from anywhere in the house. The infrared works like a flashlight - you have to point it at the device you are controlling.
