Sounds like the keyboard is failing check for debris under the keys use a can of compressed air, q-tips, and rubbing alcohol. If this doesn't fix the issue you will need to replace the top case (aka keyboard)

I upgraded to Mojave and the caps lock light stopped working as well, although the key functioned. I fixed the problem by turning the keyboard off and then back on.
try cleaning the keyboard with compressed air and q-tips. If this issue persists you will need to replace the top case (ie. keyboard)
you might also want to try and external keyboard see the issue continues with the external keyboard.
Obtain any model of USB keyboard from any other computer and plug it into your MacBook. If you can type those letters from that keyboard, you have a keyboard hardware issue. If you still can't, check System Preferences / International and make sure you are set to use the US keyboard.
It sounds like you're in a word-processing or text-editing application, and have selected a Symbol font. Change to another font (like Arial) and it should clear-up.
