Woods brands sells timers that are packaged and sold under various names and numbers.
For example GE sells same yard stake under their brand.

I am trying to program a Westinghouse yard stake. It's a model 28006, hinge top, 6 outlet digital photo cell. Please help if you can.

1) Copy following link to help identify same-similar timer and download possible manual
http://waterheatertimer.org/Woods-timers-and-manuals.html#outdoor

2) On-line search shows dawn-dusk timer which can be set to turn off 1-9 hours after dusk.
Typical operation is to push button until 6 displays, then timer turns ON at dusk and OFF 6 hours later

3) Describe timer with more detail so expert can exactly identify timer functions and find same-similar manual.

I just purchased your 806A Timer and there were no instructions or manual with it to know how to use it.

You have 806A Tork 24-hour analog-type 6-outlet 1250Watt yard-stake timer, and need a manual from fixya.

Same manual applies to Westek TM16DOLB

How do I reset Jasco Ge 24HR Timer 6 Outlet Grounded Yard Stake? It was working fine then shorted out and now won't receive power

Open link below to confirm this is your yard stake.
http://waterheatertimer.org/Woods-timers-and-manuals.html#59730

1) I tested this timer, and there is no reset.
2) Check that circuit has power. Plug timer into another outlet and see if there is problem with outlet.

3) Buy another GE yard stake at Home Depot and then return defective one.

4) This timer is for 'temporary' outdoor use like seasonal lights.
If timer was buried in snow or got real wet, it might not perform

5) Maximum load for all outlets is 1200 watts.
This timer is not heavy enough for motor loads because motor draw a lot of amps when starting.

For pumps up to 1/4HP use GE15117, or Intermatic HB88RC

For pumps over 1/4HP, use box timer like GE15207, or Intermatic T101.

I have a Woods Outdoor Lighting timer - model no. 961012, with a 3 outlet powerblock that I have connected 2 lighted Christmas decorations. I had it set for dusk to dawn, and everything was fine until I...

http://waterheatertimer.org/Woods-timers-and-manuals.html#yard-stake
If this is not your timer, add a comment.

A number of folks are writing in about dusk-dawn-timers flashing.
The manufacturer suggests turning photo-eye away from all lighting when installing timer.
Always aim photoeye toward dark region of yard.
I would unplug the timer and let it reset.
Try timer again, turned away from lights so there is no feedback.
Put black tape over photeye and see what happens.
If timer still doesn't work, then timer is defective.

Maybe photoeye circuit was overwhelmed by intense light converted to electrical input.
I test timers, and 4-6% arrive defective, and most last just a season or two, and then you buy another, but the price is affordable.

Local Home Depot sells the GE 15107 outdoor yard stake or wall mount.
I bought one tonight for testing.
It has no photo eye
It has a dial timer where you set exact on-off times by moving plastic segments on dial perimeter.
For example set timer for ON at 5:30 and OFF at 6:00 am depending on your latitude north or south.

My yard stake is a tower with 6 outlets and a single button to set, the brand is Holiday Living. I can't get it to come on at dusk and run for 4 hours without the lights blinking. I want a constant...

Put black tape over photo electric eye and see if lights stay on without blinking.

Dusk-type yard stake has photo electric eye, which is visible as round glass ball.
Lights from circuit can cause photo-eye to think it is daylight, so circuit turns OFF.
Moment later, photo-eye thinks it's dark and lights click back ON

Usually 6-outlet yard stakes have 4 top outlets controlled by timer.
Normally bottom 2 outlets are ON full time.
Make sure bottom outlets are not blinking also, which implies problem with outdoor circuit or basic timer problem.
Check circuit with inexpensive circuit analyzer from Home Depot electric department.

Photoelectric eyes go bad easily, but usually they don't blink.
They stick ON or OFF.
