Wheels on troy bilt tiller junior won't come off axle shaft,how do you get them off.

If the seal fits over the axle shaft it should be ok. be sure your axles are very clean as not to ruin the new seals when applying them. probably a good idea to replace them as a pair (right and left side) to save you time down the road.

SOURCE: where do i find serial numbers on troy bilt horse tillers

On the old Gardenways Horse the serial number is stamped into the top of a little flange on the side of the transmission just to the right (viewed from behind) of where the handles attach. It may be covered in gunk so a douse of mineral spirits and a little scraping will reveal it.

You can download the manual and parts list from the Troybuilt site. Enter "HORSE" for the model and the serial number.

Knife333 is right, the hub pin method he described is the only way to disengage the wheels. The gearbox is not designed to be shifted in/out of gear, it is engaged full time. Foward and reverse movements are controlled by the drive belt direction only.

Troy-bilt horse engiine runs good , tines work,

The wheel shaft on a Horse tiller is one piece so if the shaft turns on one side it will turn on the other. make sure the pin that holds the wheel on is not missing that would let it spin on the shaft.
That's the only thing I can think of that would cause that problem. Hope that helps.

I can't move my Troy-Bilt tiller unless it's running.

Some Troy Bilt Tillers were designed with a manual "free-wheel". If yours is a Tuffy (and maybe a Junior), you have to pull pins out of the wheels to move the tiller without starting it. The larger tillers, Pony's and Horses, had a lever to shift to release the wheels.

The way to move without the motor running...

1.on each wheel pull pin in center of hub
2.push wheel closer to motor.
3.put pin back in to axle but not though hub
4.do the same steps to other wheel
now you can push tiller

My troy bilt won't go in neutral

The Junior tiller does not have a neutral selection. In order to free wheel the tiller you have to remove the pins that go thru the wheel rim hubs and then it will roll without starting it. Hopefully the rims are not rusted to the wheel shaft.

How to remove rear tines to replace seals ?

The tines sometimes get frozen to the shaft. You might try penatrating oil and use a heat gun or hair dryer to heat to loosen.
Also tap wiht a hammer around shaft.
