If youre using a Windows Mobile device, follow the steps below to updte to the latest version of Windows Mobile Device Center 6.1

1. Go to the Microsoft Windows Mobile Device Center 6.1 site
2. Click Continue.
3. If prompted, download the Windows Genuine Advantage software.
4. Click Download, then click Run.
5. Follow the onscreen instructions to install Microsoft Windows Mobile Device Center 6.1.
6. Click the Start button, type device manager in the Search box, then click Device Manager.
7. Expand Unknown Device, right click on Bluetooth Peripheral Device, then click Update driver software.
8. Click Browse my computer for driver software, then click Let me pick from a list of device drivers on my computer.
9. Select Bluetooth radio from the list. Under Company name choose Microsoft Corporation, then under Drivers, choose the latest version of Windows Mobile-Based Device Support.
10. Click Next. If any warnings should appear, click Ignore, then when prompted, click Finish.
11. Restart your computer.

Click the "Start" button, then choose "Control Panel," "Network and Internet" then finally "Setup a Bluetooth enabled device."

Power on the Bluetooth Hardware you want to connect to the computer. You must have some sort of hardware to connect to the computer, in order to enable the Bluetooth connection.

Click "Add" and the computer searches for any Bluetooth hardware in the area. Once it detects the hardware, select it and click "Next."

Type in the passkey for the Bluetooth hardware (found in the device's user manual) and click "Next."

Install any drivers now that came with the Bluetooth hardware. (Insert the driver installation CD that comes with the Bluetooth hardware, wait for the the installation wizard to load onto the screen, accept the license agreement, then click "Next" for the installation name and location and select "Install" to install the drivers.)
Choose "Locate and install driver software" if there are provided drivers. If not, click "Don't show this message again for this device" and click "OK."

Yourcomputer ether has bluetooth or not. If your computer has bluetooth and it isnot working, you probably need drivers. You can find them by google "thename of your computer + bluetooth driver".
If your computer does not have bluetooth you can buy cheap bluetooth adapter.
