Make sure the squelch is turned all the way to the left, the RF GAIN is turned all the way to the right. The cobra 29 has a very good noise blanker, Turn the ANL/NB switch to off, You will probably hear a Lot of static, As long as you have a good ground on the radio and antenna, and your SWR is 1.5 or lower, you need not worry about static.

The problem may be in the audio output chip mounted on the chassis, also! there is also a small capacitor located next to the audio chip that has known to be a problem, finally sub the speaker for another, often a source of trouble.

Bad switch. It's that simple. The factory switches are crimp together junk. You may be able to use a pair of needle nosed pliers to softly squeeze the case of the switch together to correct the poor contact in side of the switch, but, if it gets a lot of use you may need to replace it altogether. Or try adjusting
