Could be several things, is the machine filling up with water?
1st thing is the water level switch, inside at the rear of the machine, If water is not detected then the machine won't start.
This is probably the cheapest and easiest to replace first.
Isolate the machine from the mains, lift the whole top lid (insert a flat blade 4" from each side at the front top seam to release).
Lid will tilt all the way up and back.
Switch is rounded about 3" diameter at the back behind the drum, 3 wires with a small hose attached, replace keeping all the wires in the correct places and re-attach the hose.
Does the machine spin - motor OK

The agitator itself is stripped or loose is one possibility. Take agitator off to see if it is damaged.

Replaced the belt and still not agitating, switch seems good

If the machine fills, won't agitate, wont drain or spin, then you need to replace the lid switch.
if machines fills, wont agitate, will drain but not spin, then you need to replace the motor coupling

if this machine is a whirlpool there are four agitator dog gears in the top of the agitator that can be replaced and it will agitate if this is a maytag or other brand check the belt to make sure it is not damaged if so replace it

Kenmore washer 80 series 110 model not spinning.

unless your washer is over 20 years old, then it wont have a belt. the temperature of the water wont have anything to do with it spinning or not.
need to know if it agitates or drains and just wont spin.
if it agitates but no spin or drain, then you have a bad lid switch.
if it wont agitate or spin, but will drain, then you have a broken drive coupling.
