There might be two levers on the underside of the chair; one to adjust the seat height that moves forward and backward, and one that locks the chair from spinning, pushes in or out. Push in to lock.
The flashing lights is a fault code. Count how many lights are flashing, and let us know, then we can tell you what the fault is. Check that both free-wheel levers are in the correct place. Good luck. Neil.
