The Golden Buzzaround Lite Scooter (I am not sure of the RTO prefix) is manufactured by
Golden technologies. If you broke the control lever (paddle) for the throttle potentiometer, there is probably also damage to the potentiometer. I recommend you replace the paddle and potentiometer. See page 16 at the following link:

This is a simple repair that should take under 1 hour. It's a little tricky to center the paddle by loosening and tightening the allen set screws.

You can save considerably on the labor cost if you replace this part yourself. Work slowly and carefully so you do not damage the internal circuit board or pinch any wires on assembly. Use the correct size allen wrench so you do not strip the screws when removing the paddle lever. Hope this helps.
