What OS are you using? If you have a 32-bit OS, this is the normal behavior. The extra 0.75 GB isn't directly addressed by the OS; it will be used for part of the memory cache. If you had a 64-bit OS, you would either see the full 4GB of memory or have a POST memory error on boot.
For most Windows OS versions, you can check your version by going to the System Control Panel. On XP through Windows 7, click Start > Control Panel. Then go to System and Security > System. If you do not see x64 at the end of the OS title, you have the 32-bit OS. For Windows 8 from the desktop, use the Charms menu (Win+C) or Windows Tools menu (Win+X). Then from Charms, select Settings and then Control Panel. From the Tools, go to Control Panel. Select System and Security > System. Read the line "System Type" in the System section.

Sometimes it is possible that the full memory will not be seen unless the properties are opened to check. Please also check if the installed memory was of the right memory capacity.

How much memory your Windows OS will recognize depends on which version of Windows you are running. 32-bit versions of Windows will see (and utilize) only 3GB or 3.5GB. Hi,
To recognize more than 3GB of RAM you will need a 64 bit version of the operating system. If you install Windows 7 32 bit (normal for most users) you will only see 3.
You should have both versions of Windows 7 (32bit and 64 bit) on your installation disk. However you will need a 64 bit capable processor to install it. Otherwise 3GB of RAM for a 32 bit operating system is more than enough.

There are drivers available for Windows 7 at this web site. Choose 'Windows 7' at "Select OS".

If you are using Windows 98 (SE) it isn't supported. Otherwise try the drive in other USB ports on the back of your computer. Install the latest Service Pack for your OS. Verify that the drive is not defective by trying it in a different computer.
