Here's how I fixed the same problem on a different model toilet.
This indicates that the tank water level is not suffucient. If the float is on the fill valve assembly, it may be adjusted upward (it may pull up or it may screw) until the necssary water level is achieved. A trial and error approach is best - adjust and flush repeatedly until the bowl emoties completely.
If it uses a ball float, there is an adjustment on the float arm as well. Another scenario with a toilet with a ball float may be a flush chain that is too short. When depressing the flush handle the flapper (flush valve) may only raise so far because of the rigid connection. Adjust the chain longer so that it will open all the way, allowing all of the water to empty out before the fkush valve closes.
A final consideration may be a blockage in the bowl outlet and trap. This is best remedied by using a toilet auger, but a plunger may do the job.
