I was swapping graphics cards and i had the same problem. I just had to be persistent. I had to try booting up i heard some error beeps. I waited 5 minutes to give the bios time to update i rebooted two or three times more before it worked

It sounds like either a motherboard or processor problem. If you have never opened a computer before it is best to take it to a repair shop and get a quote on a repair or return it to the retailer or even Asrock for a refund or replacement, assuming it's still under warranty.
If you are comfortable with opening the computer (and have done it before) I would try to reduce it to it's most basic components.
turn off the computer power at the power supply and the wall socket.
unscrew and remove the case side.
Disconnect power and data cables for CD/DVD drives and hard drives.
Remove any components occupying the expansion slots.
Leave the video card installed for now unless you have an on-board video card.
If you have multiple RAM sticks installed reduce it to just one.
Now close up the machine and try to reboot. If you still have the same problem you know for sure it's one of the remaining components, if not you know it's one of the components you removed so start adding them back one by one to figure out which one.
If it is one of the core components try swapping them out for another compatible spare if you have one. I'm guessing it is probably the motherboard itself if there are no error beeps or anything. I hope this is of some help to you.

i have intel pentium4 2.2ghz dualcore and dell monitor . just i installed but i dont have any drivers for that. now my display is not clear it shows different like colours in whater and it showing mixed colour screen what can i do for this how can i solve this problem and i dont have audio drivers also how can i approch and which way give me some website names for audiodrivers
