This is a solution I have used in the past and it has worked. It's a Seagate Recover utility for end users.

If the data is absolutley critical and very valuable, you can send it to Seagate and they are very good at recovery as well. It gets a little pricey at $800, but I too have had to use that as well for mission critical data I could not afford to lose.

first of all you should try it on deferent pc , if its ok then that leads us to insufficient power provided through usb ports , try using back usb ports not the ON-front, and if the problem still try using dual-usb cable like thishttp://www.cooldrives.com/usb-power-cable-mini-b.html
and if the external hdd doesn't work at all it might be the
usb controller board inside the hdd cage needs to be changed
if you cant find a similar one you may buy a new empty cage

If the drive is formatted with NTFS (the format used by recent Windows operating systems), then you won't be able to write to that file system.
What you will need to do is reformat the drive to HFS or FAT32.
If you will be moving the drive between a Windows and a Mac, then you'll have to format with FAT32. If you will only be using the drive on your Mac or other Macs, then format the drive with HFS.
NOTE: unless you copy the existing files off of the drive first, you will lose all data on the drive.
